Two Halifax Sailors Arrested on Narcotics Charges

August 17, 2018 – Two sailors in Halifax have been arrested and face pending charges of Importing a Controlled Substance following an investigation by the Canadian Forces National Investigation Service (CFNIS) and the Nova Scotia Royal Canadian Mounted Police (RCMP) Federal Serious and Organized Crime (FSOC) Unit.

On July 18, 2018 at approximately 3:30 p.m., CFNIS and Nova Scotia RCMP FSOC observed Leading Seaman Maxime Mercier, a 27-year-old man from Halifax, take possession of the package of drugs when it was delivered to a home on Mascarene Drive at Canadian Forces Base (CFB) Halifax. CFNIS arrested the man without incident and FSOC seized the package of pills.

On July 19, 2018 at approximately 9:30 a.m, CFNIS arrested a second CAF member involved in the case, L.S. Alexandre Begin, a 31-year-old man from Halifax. CFNIS made the arrest without incident at his place of work at CFB Halifax.

L.S. Mercier is a Weapons Engineering Technician on Her Majesty’s Canadian Ship (HMCS) Montreal at CFB Halifax. L.S. Begin is Steward at CFB Halifax. Pending charges against each of them include:

1. Importing a Controlled Substance, National Defence Act (NDA) section 130 pursuant to Controlled Drugs and Substances Act (CDSA) Sect 6(1);
2. Conspiracy to Import Controlled Substance, NDA Section 130 pursuant to Criminal Code (CC) 465(1)(c); and
3. Conspiracy to Traffic a Controlled Substance, NDA Section 130 pursuant to CC 465(1)(c).
The investigation is ongoing.
