HMCS Halifax Officer Charged With Sexual Assault

On May 13, 2018, the Canadian Forces National Investigation Service (CFNIS) charged a member of the Canadian Armed Forces (CAF) with sexual assault under the National Defence Act (NDA) and Criminal Code of Canada (CCC).

The charge relates to a reported incident from Fall 2018 involving another member of the CAF while deployed at sea onboard HMCS Halifax.

Lieutenant Craig Brown, a Regular Force officer with the Halifax-based HMCS Halifax, faces the following charge:

• One (1) count of Sexual Assault under section 271 of the CCC, punishable under section 130 of the NDA;

In all cases, the subject of charges is presumed innocent until proven guilty. The matter is now proceeding in accordance with the military justice system for a possible court martial at a date and location still to be determined.

The police investigation began on late October 2018 by CFNIS when a third party reported that a member had been assaulted while the ship was docked at Reykjavik, Iceland. Investigators met the Ship’s authorities and victim at HMCS Halifax’s next docking in Belgium in early November.
