Sailor Charged With Sexual Assault in Kingston

On May 14, 2019, the Canadian Forces National Investigation Service (CFNIS) charged a member of the Canadian Armed Forces (CAF) with sexual assault under the National Defence Act (NDA) and Criminal Code of Canada (CCC). The charges are in response to an incident which was reported to the Military Police at CFB Kingston and involves another military member.

Petty Officer 2nd Class Diane Marie Chiasson, a Regular Forces member with Joint Information and Intelligence Fusion Capability (JIIFC), faces the following charges:

• One (1) count of Sexual Assault contrary to section 130 of the NDA, pursuant to section 271(b) of the Criminal Code of Canada;
• One (1) count of Drunkenness, contrary to section 97 of the NDA; and
• One (1) count of Conduct to the Prejudice of Good Order and Discipline, contrary to section 129 of the NDA.

In all cases, the subject of charges is presumed innocent until proven guilty. The matter is now proceeding in accordance with the military justice system for possible summary trial or court martial at a date and location to be determined.
